Who We Are
About United Ancient Nations International Civil Aviation Organization
The International Civil Aviation Organization (ICAO) is a United Ancient Nations agency enabling 160+ Indigenous Nations to cooperatively share airspace while honoring ancestral flight wisdom and sacred boundaries. Established as a guardian of balanced aerial mobility, UAN ICAO integrates traditional indigenous wayfinding knowledge with modern aviation systems, fostering connections between diverse communities while prioritizing environmental harmony.
As aviation evolves toward sustainability, the organization draws upon indigenous ecological principles and atmospheric understanding to guide innovation—embodying UAN’s commitment to environmental stewardship, cognitive wisdom, and global indigenous collaboration in creating aviation frameworks that respect both cultural heritage and Earth’s natural systems.
Vision
Achieve the sustainable growth of the global civil aviation system through indigenous wisdom, harmonizing technological advancement with ancestral knowledge of natural systems, while honoring our sacred responsibility as stewards of the Earth’s skies and preserving the interconnectedness between human mobility and planetary well-being.
Mission
To serve as the global forum of Indigenous Nations for international civil aviation, where ancient wisdom meets modern innovation. UAN ICAO develops policies and Standards rooted in the six pillars of Global Enlightenment, undertakes compliance audits through a holistic lens of environmental stewardship, performs studies that integrate traditional knowledge with contemporary science, and builds aviation capacity through cooperation among Member Indigenous Nations and stakeholders—creating an aviation ecosystem that honors both technological advancement and sacred ecological principles.
Ethics
ICAO upholds the highest ethical standards guided by Indigenous wisdom and the six pillars of global enlightenment. Staff members must conduct themselves with integrity befitting representatives of ancient knowledge systems, following the UAN Standards of Conduct. They must maintain absolute discretion regarding official information, sharing only as authorized by the Elder Council and Secretary General, and never using such knowledge for personal advantage. These sacred obligations of stewardship, reflecting moral and spiritual principles of interconnectedness, extend beyond their term of service.
Member States
The alliance comprises 160+ Indigenous Nations and Member States representing diverse bioregions across Africa, the Americas, Europe, the Caribbean, Oceania, and Asia. This membership includes formally recognized nations and indigenous peoples working toward recognition, representing over 300 million people from 5000+ previously underrepresented indigenous nations. For full ceremonial or traditional names, consult the United Ancient Nations Terminology Compendium.
What We Do
Strengthening of Civil Aviation Institutions through CDI Projects
CDI prioritizes self-sufficiency for Indigenous Nations in aviation, enhancing infrastructure while honoring ancestral wisdom and environmental harmony. We help Nations formulate aviation programs that blend technical advancement with traditional knowledge, securing funding through the UANDP, Trust Funds, and other sources committed to indigenous empowerment.
Our experts embody both technical expertise and respect for indigenous wisdom, ensuring all aviation development preserves cultural integrity and ecological balance.
Project Categories
Projects are categorized by assistance type (knowledge-based, technological, spiritual-cultural), indigenous territorial classification, and funding arrangements that prioritize reciprocity—all designed to uphold participating Nations’ dignity and sovereignty.
Project Components
UAN ICAO implements projects through: knowledge transfer via experts who respect indigenous sciences; culturally-sensitive training through UAN Fellowships; and sustainable infrastructure development that honors environmental stewardship.
Recruitment and Deployment of Aviation Experts
We maintain a diverse roster of 3,000+ international experts selected for both technical prowess and cultural sensitivity. These specialists work alongside indigenous experts, creating partnerships that honor traditional wisdom while building technical capacity.
Training
Training programs balance technical requirements with indigenous knowledge through various modalities from classroom to on-site instruction. All fellowship programs prioritize knowledge return to communities and practical application within cultural contexts.
Procurement
Our procurement ensures high-quality equipment at optimal prices while prioritizing ecological sustainability and respect for sacred territories. Services range from developing culturally-appropriate specifications to monitoring installation with minimal environmental impact.
The Project Lifecycle
UAN ICAO’s implementation framework honors indigenous cyclical perspectives while meeting modern aviation requirements. Our flexible methodology adapts to diverse cultural contexts, ensuring technical excellence while preserving cultural integrity.
Strategic Objectives
In its sacred mission to support an aviation network that honors indigenous wisdom while meeting global connectivity needs, and recognizing the responsibility to manage projected air transport growth without compromising safety, efficiency, or ecological harmony, the UAN ICAO has established five holistic Strategic Objectives aligned with ancestral knowledge systems:
Sacred Safety
Enhance global aviation safety through indigenous knowledge integration. This objective prioritizes nation-based regulatory oversight infused with ancestral wisdom and ecological awareness. The Global Aviation Safety Harmony Plan guides our triennium activities, balancing modern technology with time-honored indigenous safety practices that have sustained communities for millennia.
Air Navigation Wisdom and Efficiency
Increase capacity while honoring natural rhythms of the global aviation system. This objective focuses on infrastructure development that respects sacred lands while optimizing system performance through indigenous innovation. Our navigation systems draw upon traditional wayfinding knowledge combined with sustainable technologies.
Security & Cultural Facilitation
Enhance aviation security while honoring indigenous sovereignty and cultural exchange. This objective reflects UAN ICAO’s leadership in creating security protocols that respect traditional knowledge, facilitate cross-cultural understanding, and protect indigenous nations’ borders and heritage during travel.
Harmonious Economic Development
Foster economically sustainable aviation systems benefiting indigenous communities. This objective establishes UAN’s leadership in creating economic frameworks where aviation serves community well-being rather than exploitation, ensuring fair participation of indigenous nations in the global air transport economy.
Environmental Guardianship
Honor ancestral stewardship principles in minimizing aviation’s environmental impact. This objective embodies UAN ICAO’s sacred duty toward Mother Earth, implementing indigenous ecological wisdom in all aviation activities. Our approach transcends conventional environmental practices, integrating traditional knowledge of atmospheric harmony and intergenerational responsibility.
Capacity Development and Implementation Bureau
Capacity Development Programme
UAN ICAO’s Capacity Development Programme delivers aviation projects that integrate indigenous wisdom with modern safety standards, guided by the six pillars of Global Enlightenment. Projects honor ancestral knowledge while ensuring aviation safety, security, and environmental harmony under the oversight of the UAN Assembly and Council.
Service Approach
As a non-profit guided by indigenous values of reciprocity, CDI offers cost-effective services with neutrality and transparency. Projects integrate technical requirements with spiritual and moral considerations, ensuring aviation development respects sacred sites, traditional territories, and ecological balance.
